Jean-Noël Bail

Trained as an economist, Jean-Noël has spent his career working on the economics of medicines. He joined the pharmaceutical industry over 30 years ago, where he has held major positions in market access and public affairs. He began his career in 1992 at Ciba, now Novartis, where he created the Market Access and Healthcare Economics department. In 1999, he joined GW, now GSK, as Director of Economic and Government Affairs and member of the Executive Committee. In this role, he developed an in-depth knowledge of market access for vaccines in France, from both a political and regulatory perspective.​

Member of the Board of the Trade Association Leem from 2002 to 2019, Jean-Noel chaired the Legal and Tax Commission, the CSR (Corporate Social Responsibility) Commission, the Coppem (Committee of Pharmaceutical Companies’ Stakeholders), and the Economic Affairs Commission. He has been a member of the CPPC, Consultative Committee for Conventional Policy, and of the Leem-Government Interface Committee.​

From 2013 to 2019, he was also a member of the Leem Bureau (executive committee), and led numerous Task Forces, related to drug evaluation issues, or dedicated to the triennial renegotiations of the Framework Agreement (Accord-Cadre) between the CEPS and Leem (2009, 2012, 2015 and 2019).​
